San Antonio Roof Permits by Year and ZIP

Red Roan Construction serves San Antonio as part of its South Texas service area, and this page counts the roofs the city itself permitted. The City of San Antonio issued 4,389 re-roof permits in 2023 and 7,116 in 2025, a rise of 62.1 percent in two years, with 5,031 in between. In 2025 just 8 ZIP codes produced half of them.

Counted from the city's open permit file, saved in this site's repository, with the method and the date printed at the bottom.

How Many Roofs Does San Antonio Permit Each Year?

The city's Building Permits file lists a permit type called Re-Roof Permit. Count those by the date issued and you get 4,389 for 2023, 5,031 for 2024 and 7,116 for 2025. 2025 ran 41.4 percent above 2024. Across the three full years that is 16,536 roofs. Next to each year in the table sits the number of hail reports NOAA logged in Bexar County, where San Antonio is.

Hail reports fell while permits rose. Bexar County logged 45 in 2023 and 34 in 2025, yet permits climbed 62.1 percent. A permit gives no reason for the work, so this page cannot say what caused the rise. It can say how many roofs the city permitted.

2026 is going the other way. The file runs through 9 October 2026 and lists 3,548 permits. By the same date in 2025 the city had issued 6,113, so this year is running 42 percent behind. It is not finished, which is why it sits outside the totals and the tables.

Permits start to climb in spring. They peak between May and July, then thin out by winter. July was the high point of 2023 at 525. May was the high point of 2024 at 722, and May of 2025 at 903. April through September holds most of the work, 62.5 percent of 2023, 61.2 percent of 2024 and 69.1 percent of 2025.

The slowest month was December in 2023 (184), January in 2024 (249) and December in 2025 (269). The busiest single days were 20 July 2023 with 62 permits, 23 May 2024 with 54 and 21 July 2025 with 70.

Bexar County's hail days fall mostly from March through June: 88 percent of them over 2015 to 2025 (the Bexar County hail record has the table). The permit peak sits in May, June and July, just behind that window.

Which ZIP Codes Pulled the Most Re-Roof Permits?

The citywide total hides a pattern in the ZIP codes. Each year one ZIP code ran far ahead of the rest, and it was a different one each time. 78223 led 2023 with 315 permits, 7.2 percent of the city's year. 78260 led 2024 with 628, or 12.5 percent, and 78251 led 2025 with 1,317, or 18.5 percent.

None of the three led in another year. 78251 had 183 permits in 2023 and 189 in 2024. Then came 1,317. The other two follow the same shape: 78260 had 117 and 163 on either side of its 628, and 78223 had 125 and 123 after its 315.

Each surge lasted a few months. In 78251, January to March 2025 ran 7 to 13 permits a month. April hit 207 and May 330. City-wide, 8 ZIP codes produced half of the 2025 permits. In 2023 it took 13.

The leading-ZIP table puts each surge next to Bexar County's busiest hail day of the same year. The dates sit a month or two apart, and the permit file cannot tie one to the other.

How Fast Does the City Issue a Re-Roof Permit?

Most re-roof permits are issued the day they are submitted. The share was 87.9 percent in 2023 and 91.5 percent in 2025. A tail exists: 166 permits in 2023 took more than 30 days from submission to issue, and 121 in 2025.

On these numbers the permit desk is rarely the slow part of a re-roof. The file records submission and issue dates only, so it cannot say when a crew started or finished the work.

Inside the City, Outside It

The file labels each address by jurisdiction. Addresses marked "City of San Antonio ETJ" made up 4.9 percent of the 2023 permits, 20.4 percent of 2024 and 13.4 percent of 2025. Another 3, 91 and 124 permits carry a neighboring city's name or no jurisdiction text. These are all counted, because the city issued them.

What Should a Homeowner Take From This?

A permit count is a map of where roof work was heavy. It says nothing about your roof. A neighbor's new roof does not mean yours is due, and a quiet ZIP code does not mean a quiet roof. What the numbers do show is how fast one ZIP code can swing. 78251 went from 189 permits to 1,317 in a year.

Red Roan's free evaluation gives you a dated, photographed written report of your own roof, which is the thing a permit count cannot be. The visit costs nothing, you keep the report, and installed work carries a 5-year workmanship warranty. After a storm the report is the baseline a claim file compares against.

The storm damage repair services and free roof evaluation process pages describe the visit, the free hail inspection and claim guide walks through the Texas claim steps, the roof replacement quote comparison uses these counts to compare estimates, and the roofing in San Antonio page covers the city itself. The roofing data hub holds the NOAA hail record for the four counties. Homeowners sorting out who to call can read our scored list of residential roofing contractors in the San Antonio area, which uses these reroof permit counts.

Frequently Asked Questions

How many roofs does San Antonio permit each year?

Between 4,389 and 7,116 a year lately. 2023 was the low and 2025 the high, with 5,031 in 2024, all counted by the date each permit was issued in the city's open permit file.

Which San Antonio ZIP code had the most re-roof permits?

78251 led in 2025 with 1,317 permits, which is 18.5 percent of the city's total. It also leads the three years combined at 1,689. The leader changed every year, so find your own ZIP code in the table before reading anything into this.

How fast does San Antonio issue a re-roof permit?

Usually the same day. In 2025, 91.5 percent of permits were issued on the day they were submitted and 97.3 percent within a week. A small tail took more than 30 days.

Do the permit counts prove hail damaged San Antonio roofs?

No. A permit says a roof was replaced, not why. Hail reports in Bexar County fell while permits rose, and roofs get replaced for age, leaks, a sale, an insurer or a storm. The only way to know about your own roof is to have it looked at.

Does Red Roan Construction work in San Antonio?

Yes, San Antonio is inside the company's South Texas service area. The roof evaluation costs nothing, you keep the photographed written report, and installed work carries a 5-year workmanship warranty from Red Roan.

Where These Numbers Come From

The City of San Antonio publishes its Building Permits on data.sanantonio.gov. This page uses the two permits-issued files, 2020 to 2024 and the current file, and keeps rows whose permit type is exactly Re-Roof Permit. The raw files are 78 MB and 28 MB, so the repository holds a 29,403-row extract with permit number, issue and submission dates, ZIP and jurisdiction, made by a committed script, plus the data dictionary the city publishes. A permit counts in the year and month of its issue date. A permit number that appears twice counts once. ZIP code is the last five digits of the permit address. The file runs to 9 October 2026, so 2023, 2024 and 2025 are full years. The hail columns are NOAA Storm Events hail reports filed under Bexar County. Downloaded 17 October 2026. A recompute script re-reads the extract and fails the site build checks if a printed number changes.
